Henrique Martins


Dr. Henrique Martins is the Director of BRU_DHI – Digital Health International at ISCTE – University Institute of Lisbon, where he leads research and innovation in digital health, interoperability, and healthcare transformation. A Medical Doctor, Innovator, and University Professor, he brings over 20 years of experience bridging medicine, management, and digital transformation.

At BRU_DHI, Dr. Martins oversees multidisciplinary projects connecting academia, healthcare institutions, and policy-makers to design and evaluate trustworthy, human-centred digital health solutions. He also teaches and conducts research in Digital Health, Leadership, and Management at ISCTE, Católica Lisbon School of Business and Economics, and the University of Beira Interior.

Previously, he served as President of SPMS, Portugal’s Digital Health Agency and NHS Central Procurement Authority, leading national eHealth strategies for seven years. He was also Co-Chair of the EU eHealth Network, the European Union’s top policy body for digital health.

Currently, Dr. Martins combines academic, consulting, and policy-making roles across Europe and worldwide, focusing on digital health governance, AI, and health data transformation.
